PBMA is a non-governmental, non-profit organisation for project and business management. We bring international IPMA standards into national practice, assess practitioners’ competence independently, and build a shared methodological language for government, business and universities.

Why the association was needed
Projects stall less often for lack of money than for lack of management competence
Uzbekistan’s economy is delivering investment programmes at scale — infrastructure, energy, digitalisation and industrial modernisation. How those programmes end usually depends less on the size of the budget than on how well prepared the teams running them are.
Until recently the country had no single system that assessed and recognised a project manager’s competence against international norms. The experience existed, but without a shared language, a documented standard, or levels that could be compared.
PBMA was founded to close exactly that gap: to adapt an international standard to the national context, to certify competence transparently, and to bring government, business and education onto one methodological field.

What we do
Five functions, one system
Assessment, training, corporate practice, community and standards feed each other: certification creates demand for training, corporate projects test the standard in the field, and the community returns the experience.

The association does not write its methodology from scratch. It builds on the system of IPMA, the International Project Management Association, proven in more than 70 countries, and adapts it to Uzbek practice.

Four-level certification: D for knowledge, C for a project, B for a complex project, A for portfolio and programme.

The international registry of certificate holders — any qualification can be verified independently.

Our path
From founding to a regional centre
2021
The association is founded
Registered with the Ministry of Justice under No. 841, and a representation memorandum signed with IPMA.
2023
The code of ethics takes effect
A mandatory standard of professional conduct is adopted for certified managers and partners.
2024
A revised charter and the first audit
The charter is registered in a revised edition and the annual report is published with an independent audit opinion.
2025
A national partnership network
More than 180 corporate partners across industry, banking and the public sector, and over 1,450 certified professionals.
2036
A regional certification centre
The vision: a self-sustaining, sovereign certification body serving Central Asia.
The 2036 entry is the association’s strategic vision, not an achieved result.
